Here comes our first Broadband Action Guide. In order to develop sustainable broadband strategies that are well-tuned to the needs of their constituents, states, counties and local communities need to identify “un-served” areas (those without access to any broadband service other than satellite), as well as the multiple categories of “under-served” and “under-utilized” areas.
